My 13 year old brother is going out with a 16 year old girl, is that weird?

well my younger brothers girlfriend is 16. hes only 13. so i was just wondering if thats kinda seen as weird. they got alot of judgement at school for it and stuff. just want to know what you guys think of it, out of curiousity i guess.
