Why are men blamed for this when feminism caused this?

I always hear women complaining that society expects women to wear revealing clothes but not men and that the media encourages this by showing men fully clothe and women scantily clad on television. A feminist I know said that men are to be blamed for this because men want to objectify, oppress and completely dominate women. When I think about what she said it doesn't really make logical sense because the trend of revealing clothing for women started in the late 20th century (1990's) early 21st century (2001 onwards) and feminism was at it's strongest at this time. So women in Europe and America in the 1700's who were so oppressed by the patriarchy wore way more clothing than the strong, liberated, independant modern day women of Europe and America. Also Muslim women from Middle Eastern countries are seen as greatly oppressed by men yet they are completely covered from head to toe. Feminism without a doubt not men are responsible for the trend of women wearing revealing clothing because feminism promotes ual freedom for women so women should be allowed to sleep with as much men as possible and wear whatever revealing scantily clad clothes they want. There are actually feminists who want women to be allowed by the law to be topless in public.
